The role of the Project Quality Manager is to co-ordinate the project Quality activities and ensure that all aspects of the work are in compliance with the Subsea 7 BMS requirements, legislatory and client requirements.
All personnel are expected to contribute to creating a positive HSEQ culture within Subsea 7 and ensure familiarity with and adherence to local HSEQ codes and practices.
Main duties and responsibilities:
General
Manage and develop a high performance team, maintaining a positive and proactive working environment that encourages efficient team working.
Ensure compliance with all Quality policies, process and procedures
Liaise with local Quality Manager on all aspect of QA and QC
Provide support to the development of local budgets when required.
Ensure the Quality Function and projects capitalises from Lessons Learned and is performed in accordance with best practice, striving to mitigate risk, promoting safety and integrity consistently.
Supervise and mentor project Quality personnel within remit and other Quality personnel as required.
Provide support and input to tendering process as necessary.
Contribute to the development of the local Quality Function through clearly understood roles, responsibilities and performance objectives, regular feedback and continuing professional training.
Project Specific
Liaise with Client representatives on all Quality-related matters.
Provide support to project, ensuring adequate resources are allocated to provide the appropriate level of QA/QC input.
Responsible for the co-ordination, preparation and delivery of Project Quality Plans.
Ensure the implementation and alignment of the Business Management System (BMS), PM7 and all quality programs and policies within the project and respected by all relevant staff.
Ensure that a proper documentation system is put in place within the project from the start (both correspondence and technical documents) and actively monitor the document control system for efficiency. Take steps to rectify as necessary.
Assist during the engineering / development phases to ensure that key steps are respected.
Ensure the project Quality involvement in the procurement phase of critical material (conduct of criticality ratings, attendance to KOM/PPM, audits as necessary, performance assessments).
Ensure prompt project Quality review of Inspection & Test Plans in line with Vendor Surveillance Plans.
Ensure active QA/QC monitoring of Subcontractor’s activities, in line with resulting Surveillance level.
Ensure that the documentation of new equipment is collected, promptly reviewed and completed in line with Subsea 7 and client requirements (as presented at KOM stage).
Ensure that the control of technical documents and project correspondence are in place and kept updated, as indicated on project procedures, taking rectification steps as necessary.
Be involved, as required, during the installation of new material
Ensure that adequate levels of Quality Management resources are available at all times on the Project.
Identify requirements for developing project specific as well as in-house technical skills relating to the discipline and organise the necessary support.
Ensure that the Quality Management responsibilities are clearly defined and that the Quality organisation/tools are set up efficiently to cover the full scope of the project.
Contribute to the development and maintenance of the Subsea 7 Business Management System.
Maintain up to date projects procedures, work instructions, induction presentations etc. as necessary to promote common practices.
Perform project Quality inductions to all project staff in order to ensure the efficient diffusion of all project Quality requirements.
Carry out investigations as required for critical nonconformities and Quality Observations. Ensure feedback mechanisms are in place to continuously improve the way we work with our Clients.
Provide necessary support and feed-back to the Project Director and Project package Leads regarding contractual issues relating to Quality.
Plan and lead the internal and external project auditing activities.
Ensure the adequate close-out of nonconformities, deviation requests, concession requests and technical queries.
Perform trending on a regular basis to ensure trends from nonconformities are captured and preventive actions are implemented.
Liaise with HSE on a regular basis to ensure that synergies in relation meetings, audits etc. are captured.
Regional Responsibilities:
Utilize project experiences to assist in the development of the management system through identification of business process waste, NCR trends, implementation of revised business practice etc.
Contribute to the development of the regional audit process including planning, execution and reporting.
Contribute to regional "lessons learned" processes to facilitate continuous improvement within the organization.
Qualifications /Experience / Skills
Strong technical background and extensive knowledge and understanding of the Quality discipline
Relevant previous experience at an appropriate level in the subsea or offshore industry
Have a broad range of knowledge of subsea products and operations
Strong working knowledge in Legislation and Standards as relevant for the area of responsibility
Good organisational and liaison skills
Qualified and experienced Lead Auditor
Able to manage and record deliverables with a high level of accuracy
Organised, analytical and systematic in his/her work with an enthusiastic approach to problem solving
